About a flag of city of Moscow

The present Law proceeding from continuity of historical traditions of Moscow establishes the basic symbols of city, their description and the order of use.

The flag of city of Moscow is an official state symbol of city of Moscow.

• The flag of city of Moscow represents a dark red rectangular panel with the attitude of width to length 2:3 with the bilateral image in the center of the basic element of the arms of city of Moscow unwrapped from a staff - Saint George Pobedonosets on a horse, amazing with a spear the Dragon. The dimensional width of the image of a basic element of the arms on a flag of city of Moscow should make 2/5 parts of length of a panel.
• The color image of a flag of city of Moscow leads in the appendix to the present Law
• The standard of a flag of city of Moscow, and also its description are kept in the Museum of a history of city of Moscow and are accessible to acquaintance to all interested persons.

• At reproduction of a flag of city of Moscow its color and graphic conformity to the description and the image resulted in the appendix to the present Law should be provided. Reproduction of a flag of city of Moscow the various sizes and from various materials, and also as a pendant is supposed.
• Flags of city of Moscow, made with infringement of requirements of the present Law, cannot officially be used by the state authorities and institutions of local government in the city of Moscow, to be used in decorating city, and also to be distributed to territories of city of Moscow.

• Simultaneous accommodation of the National flag of the Russian Federation and a flag of city of Moscow is carried out according to the Federal constitutional law from December, 25, 2000 No 1-ÔÊÇ "About the National flag of the Russian Federation".
• At simultaneous accommodation of a flag of city of Moscow and flags, the lowest on a rank, the flag of city of Moscow settles down from the left side from other flag if to stand revolved to it; at simultaneous accommodation of odd number of flags the flag of city of Moscow settles down in the center, and at accommodation of even number of flags (but more than two) - more to the left of the center.

At simultaneous accommodation of a flag of city of Moscow and flags, the lowest on a rank, the flag of city of Moscow cannot be on the size less and cannot settle down below other flags.

• The flag of city of Moscow is lifted constantly on buildings where settle down:
  • The Moscow municipal Duma;
  • Mayor of Moscow and the Government of Moscow;
  • Charter court of city of Moscow;
  • The Moscow city court and other courts of the general jurisdiction in the city of Moscow;
  • Arbitration court of city of Moscow;
  • The representative by the rights of the child in the city of Moscow and its device;
  • Prefectures of administrative districts of city of Moscow;
  • Administration of regional city Uprava of Moscow;
  • Representations of city of Moscow in subjects of the Russian Federation and abroad.
• The flag of city of Moscow can be lifted constantly on buildings where settle down:
  • Other state bodies of city of Moscow;
  • Institutions of local government in the city of Moscow;
  • Law-enforcement bodies in the city of Moscow;
  • The educational establishments which are taking place in charge of city of Moscow.
• Accommodation of a flag of city of Moscow as directly on the buildings specified in present article and on the flagstaffs (masts) located at facades of buildings is supposed.

• The flag of city of Moscow is established constantly in studies of Mayor of Moscow, members of the Government of Moscow, deputies of the Moscow municipal Duma, Chairman of Authorized court of city of Moscow, Chairman of Control-accounting chamber of Moscow, the Chairman of the Moscow city selective commission Authorized by the rights of the child in the city of Moscow, heads of regional city Uprava of Moscow, heads of institutions of local government in the city of Moscow.
• The flag of city of Moscow can be established constantly in studies of heads and other officials of the state bodies of city of Moscow.
• The flag of city of Moscow is established constantly in boardrooms of the Moscow municipal Duma, the Government of Moscow, Authorized court of city of Moscow, the Moscow city selective commission, Control-accounting chamber of Moscow, the Moscow city court and other courts of the general jurisdiction in the city of Moscow, Arbitration court of city of Moscow, Justice of the Peace of city of Moscow, municipal Assemblies in the city of Moscow.
• The flag of city of Moscow can be established constantly in halls of meetings of other state bodies of city of Moscow.

• The flag of city of Moscow is hung out on buildings (or rises on the flagstaffs (masts) located at facades of buildings) of the organizations irrespective of their organizational - legal form, and also on apartment houses in days of the state holidays of the Russian Federation and holidays of city of Moscow.
• The flag of city of Moscow rises (is established) during official ceremonies and other solemn actions spent by bodies of the government of city of Moscow and institutions of local government in the city of Moscow.
• The flag of city of Moscow can rise (to be established) during the solemn actions spent by the organizations irrespective of their organizational - legal form, and citizens.
• In days of mourning in the top part of a staff of a flag of city of Moscow the black tape which length is equal to length of a panel of a flag fastens. The flag of city of Moscow, lifted on a flagstaff (mast), is lowered a little up to half of height of a flagstaff (mast).

• The image of a flag of city of Moscow can be located on awards and signs to honorary titles of city of Moscow, signs on distinction in the state bodies of city of Moscow.
• The flag of city of Moscow can be used as a heraldic basis of flags of territorial divisions of federal bodies of the government in the city of Moscow.
• The flag of city of Moscow (as a tag) can be used for external registration of city passenger transport in days of the state holidays of the Russian Federation and holidays of city of Moscow.
• All cases of possible use of a flag of city of Moscow, specified in articles 5-8 of the present Law, can be realized by the state institutes of authority and local institutes of authority of self-management in the city of Moscow as agreed with specially authorized body, specified regarding 1 article 11 of the present Law.

The order of use of a flag of city of Moscow legal persons and individual businessmen is established by the position confirmed by the Government of Moscow.

Use of a flag of city of Moscow with infringement of requirements of the present Law, and also violation of a flag of city of Moscow entails the administrative responsibility according to the legislation of city of Moscow.

• The control over observance of the present Law is carried out by the Government of Moscow, and also enforcement authorities created by it, including specially the authorized body.
• The government of Moscow and also specially the authorized body have the right to offer the state bodies and institutions of local government in the city of Moscow to eliminate infringements of requirements of the present Law that have been made by the specified bodies.

• The present Law of city of Moscow inures in 10 days after its official publication.
• The law of city of Moscow from February, 1, 1995, No4-12 "About the arms and a flag of city of Moscow" loses force from the date of coming into force of the present Law.
